William E. Shands Memorial

William E. Shands (1941–2003) dedicated much of his life to public service in Peekskill. He was Executive Director of the Peekskill Housing Authority from 1984 until his death in 2003. In this role he championed affordable housing, community support, and social justice. He was also active in local, state, and national civic and religious organizations, serving as a bridge between government and community institutions. His legacy lives on in public institutions bearing his name in Peekskill, reflecting his commitment to underserved communities.
